Minutes after the Supreme Court dismissed a plea by Delhi Commission for Women (DCW) to keep the juveline convict in the December 16 rape case under observation till his mental condition is assessed, the mother of the victim broke down in tears, The Hindustan Times reports.

“ I knew this would happen, I am not surprised. All courts have given up. What’s there in having any hope? Now all the people below 18 years of age have been given a certificate to commit rape,” the victim’s mother was quoted as saying by agencies after the apex court announced its verdict.

The mother urged the Supreme Court to complete appeals proceedings and award capital punishment to the convicts, adding that said she would fight till the law is changed. “I will not be defeated, the SC decision can’t stop me, I have to fight a long battle, I will fight till the bill is passed and law is changed.

“The court is saying that the law does not permit further punishment for the juvenile but why is the case against other convicts still pending. Why have they not been hanged yet?,”she said.  “If people have not learnt any lesson from Nirbhaya case, then what can one expect?” asked the victim’s mother.

“What sort of a crime needs to be committed to change our laws?”, she asked. The victim’s parents will now stage another protest against the Supreme Court verdict at Jantar Mantar at 4 pm on Monday, according to TV reports. “We share your concern,” the apex court vacation bench comprising Justice A.K. Goel and Justice U.U. Lalit said, while dismissing the plea by the DCW.

The Special Leave Petition filed by DCW was against the order of the Delhi High Court refusing to restrain the release of the convict, was referred by Chief Justice of India T S Thakur to the vacation bench.
